第七条 国务院公安部门负责全国的治安管理工作。县级以上地方各级人民政府公安机关负责本行政区域内的治安管理工作。
对依照本法第二十三条第二款规定可能执行行政拘留的未成年人，公安机关应当告知未成年人和其监护人有权要求举行听证；未成年人和其监护人要求听证的，公安机关应当及时依法举行听证。对未成年人案件的听证不公开举行。
